<p>Campbell County Republican Committee</p>
<p>When most families realizes they are taking in less than they are sending out, they must step back and ask &#8220;What Now?&#8221; This seems to be an impossibility for most government officials. Those that are tasked with representing the people of their district, can quickly forget that and begin to see the people&#8217;s money as their own.</p>
<p>It&#8217;s happening in D.C. so why not here too? Well for one thing we don&#8217;t have a printing press. Campbell county can&#8217;t just make more money out of thin air.</p>
<p>So the solution? Well, if you are the majority of the County Supervisors( Pendelton(R), Falwell(R), Goldsmith(R), Puckett(R),Gunter(I), &amp; Shockley(I) ) it is to institute a meals and occupancy tax. Effectively increasing your taxes to 9% when getting that cup of coffee, McDonald&#8217;s breakfast, or whatever else you might buy when eating out.</p>
<p>In a recent<a href="http://www2.newsadvance.com/news/2012/jan/20/campbell-county-officials-may-consider-meals-room--ar-1628081/"> News and Advance article</a> they stated that:</p>
<blockquote><p>The funding gap is expected to grow to $7.5 million in fiscal 2013-2014.</p>
<p>The decline in state revenue for public education is going to be so significant,” said County Administrator David Laurrell, “that without a significant source of additional revenue, public education is going to suffer.</p></blockquote>
<p>There it is folks. The old standy plea &#8220;IT&#8217;S FOR THE CHILDREN&#8221;. The &#8220;we need the money&#8221; approach was rejected by 75% of the voters, so now that the schools and the state got addicted to federal stimulus money they can&#8217;t conceive of cutting programs across the board and certainly not in the schools.</p>
<p>There have been months when our family could barely pay the rent. There was no choice but to STOP SPENDING. We had to cut all the fun out of our budget for a time to make things work. We didn&#8217;t get to go to Chic-Fil-A or Starbucks and all trips were canceled. Our solution wasn&#8217;t to knock on our neighbors door and put a gun to their head. I could have said to my neighbor &#8220;hey it&#8217;s for the children&#8221; but would that really have mattered? <em>Theft, and certainly armed theft, is still theft.</em></p>
<p>Make no mistake. If the meals tax is instituted, it will NEVER go away. It will likely increase. Take the City of Lynchburg for example with their 11.5% meals tax, the highest in the nation. It was sold as a plan &#8220;for the children&#8221; and &#8220;for the roads&#8221; and what do we hear constantly from the City of Lynchburg? That they need more! Drive around the city and see if they&#8217;ve used the money for the roads. Or the schools for that matter.</p>
<p>You are being lied to and you know it!</p>
<p>This is why elections have consequences. It&#8217;s a shame that the Eddie Gunter and Steve Shockley, the so called &#8220;Independent Conservatives&#8221; who left the Republican Party have within only 2 months become tax and spend liberals.</p>
<p>It&#8217;s equally shameful that the candidates who still carry the Republican mantle. Who swore to uphold the Republican creed that contains this; &#8220;That fiscal responsibility and budgetary restraints must be exercised at all levels of government&#8221; Can&#8217;t uphold that creed.</p>
<p>I condemn the Campbell County Supervisory board for this latest attempt to fleece the citizens of the county. It won&#8217;t be the people &#8220;passing through&#8221; as they claim. But, will in fact, be all of us paying this bill.</p>
<p>There is a simple solution. It is painful. It is a reality that every family in Campbell County is facing right now. CUT spending!</p>
<p>The next meeting of the BOS is Tuesday February 7, 2012 at 4 P.M. You need to make your voice heard.</p>

<strong>VA Light Bulb Manufacturer and VA vs. EPA/Corp of Engineers</strong>

My HB 66 would allow Virginia companies to manufacture and sell incandescent light bulbs only within Virginia despite the Federal ban on incandescent bulbs which will take effect next year. The federal ban was enacted on grounds that fluorescent lights were more cost effective. Under conditions of normal use the fluorescent lights wear out much faster than incandescent ones which are not affected by constant on and off use. (See <a href="http://freedomlightbulb.blogspot.com/" >http://freedomlightbulb.<wbr>blogspot.com</wbr></a> for problems with CFL bulbs.)

HB 66 will be heard in subcommittee Thursday afternoon, January 26, 2012. Please contact the members of the Labor and Commerce Committee (See below.)

HB 66 will help protect Virginia citizens from possible mercury contamination from incorrect disposal of Compact Fluorescent Bulbs or home accidents which require near hazardous materials treatment. Two hundred and twenty families lost their breadwinner in Winchester, VA when the last American GE plant making Thomas Edison’s incandescent light bulbs was shut down in 2010 as a result of the Congressional ban.

These jobs were lost when GE shifted manufacture of the CFL's out of the country. Lastly, the Federal ban is a 10th amendment issue. Congress should not be telling Virginians what type of light bulbs they should purchase and use. The people of Virginia should be able to choose when it comes to issues such as safety and jobs.

<strong>Virginia vs. EPA Clean Water Act Controls</strong>

My HB 67 will ensure that Virginia controls and regulates its non-navigable waters. The bill will be heard Thursday, January 26, 2012, in the 7-West Conference Room of the General Assembly Building. This legislation is to help prevent cases where farmers and other property owners have been buried under EPA or Corps of Engineers regulations as a result of a large puddle or very small normally dry pond on their property because of the Migratory Bird Rule (also known as the” glancing goose test”) which in essence says if your property gets wet enough at any time of the year for a migratory bird to see its reflection, then the EPA can regulate that property as a wetland.

Passage of my HB 67 will ensure that this sort of Federal Government micro management does not occur. Please ask members of the Subcommittee (below) to support HB 67.

In the past action figures of presidents have been created. This is the  first of it's kind action figure of a presidential primary candidate. And I'll wager good money that it will sell out!

Paul and Mitt Romney are the only Republican contenders tied with Barack Obama in a likely general election matchup.

The Uninvited Ombudsman

When a contingent of our officials visits any other country, they bring armed personnel in classic right-to-bear-arms manner. Life is dangerous and the ability to protect yourself is a reasonable and prudent thing, a fundamental human right of existence, a moral imperative. So they go armed. It's only rational. Hillary and similar bring along enough firepower that if some of their group go one way while some head off in another, they're both covered.

The same is true in reverse. When an ambassador from Trashcanistan comes to the United States, discreetly armed bodyguards accompany the party at all times, "laws to the contrary notwithstanding." That's lawyer-speak for "their right to carry supersedes any other rules," or in plainer English, "We're above those laws." The ambassador might decide to personally carry too. I'm guessing Hillary does not.

There's this whole "second system" of gun possession and carry here domestically, another layer of rules on top of the common ones you must follow, operating quietly with people in the know cooperating.

Where are the laws for this exception to every gun law on the U.S. books? How does this special class of people exempt themselves from laws controlling the rest of us?

No one is harmed by their exemption. In fact, community safety increases, because assaults on those armed people are naturally deterred, even defensible if needed. Should we the people maybe have Diplomatic Carry too? Is a diplomat's life truly at more risk -- or worth more -- than any "commoner"? How does this comply with equal protection under the law?

Local authorities understand implicitly that these armed folks aren't going to randomly shoot people, or settle arguments with gunfire, the same as you and me when we're armed. They enjoy proper respect (even if they come from regimes that don't deserve it). We on the other hand have rights denied haphazardly, even with Constitutional Carry. As good as it is, Constitutional Carry is not enough.

Americans need and deserve the next step, Diplomatic Carry.

The body politic moves slowly. After several decades of experience, police nationwide understand and operate just fine within a framework of millions of people traveling armed. As the number of people carrying arms for crime control has increased, assaultive crimes have decreased. The media generally calls this "a surprising decrease in crime that has the experts baffled." All these people are walking around armed, expressly to forestall crime, and the media can't understand why crime has dropped. But I digress.

Oh sure, armed forces within the U.S. -- from local police to secretive agents our government is now filled with -- keep a watchful eye on the armed diplomats, as well they should. They also provide backup in the event of need. The same as for us.

But in the big picture, diplomats have less need for an ever-present armed escort than the public. A rare few diplomats face death at the hands of the mobs. Thousands of citizens are murdered each year. Who needs protection more?

The freedom of Diplomatic Carry, a concept many of us can easily grasp, is mind boggling to the great unwashed. So insulated from any truth about firearms, victims of television and the government-run school system, they have imbedded ignorance that is hard to shake. Destructively misinformed kids and teachers compound the problem. I digress again.

Now, Diplomatic Carry is not going to happen overnight. Many voices will be raised in objection to such freedom.
And unfortunately, some opposition will come from people who consider themselves firearms enthusiasts. Establishing everyone's uninfringed freedom to carry is scary, at least to some. But that's OK. Real freedom is a house high on a hill.

Diplomatic Carry is a paradigm shift. A window into a world that could be, and ought to be, a lofty goal. Your right to your life and its protection cannot morally be denied. It is denied only by force, and there is only one viable countermeasure to force unfortunately, in this best of all possible worlds, and that's countervailing force. I don't like it, but there it is.

Diplomatic Carry is a new level of autonomy, of personal sovereignty. It raises the bar. In this country, the people are the sovereigns and the government is the servant. How do you justify the servants carrying arms if the masters cannot?
The only consistent position for free people to take is this:

Anything short of Diplomatic Carry is infringement.

I am in the process of dissecting the legal framework that enables Diplomatic Carry, and modeling an approach for extending those principles to the public. Conceptually this is sound. In a 22 page ruling the Judge basically said that the Plaintiff's: Perry,Gingrich,Santorum,Huntsman waited too long to file their request for an injunction.

The Judge said: <strong>"In essense, they played the game, lost, and then complained that the rules were unfair,"</strong> Judge Gibney pulled no punches here: "They knew the rules in Virginia many months ago; the limitations on circulators affected them as soon as they began to circulate petitions. The plaintiffs could have challenged the Virginia law at that time. Instead, they waited until after the time to gather petitions had ended and they had lost the political battle to be on the ballot; then on the eve of the printing of absentee ballots, they decided to challenge Virginia's laws....The traditional purpose of a preliminary injunction is to prohibit an action. Preliminary injunctions are meant to protect the status quo...In this case, the plaintiffs request that the Court require the Board to add their names to the primary ballot, which is a positive act that alters the status quo."

In essence the judged looked at the LAW, and ruled on the LAW, and didn't practice activism. Fantastic. If people do not like the ruling they need to change the LAW in Virginia!

<blockquote>This matter is before the Court on the plaintiff and intervenor-plaintiffs' (collectively, the "plaintiffs") motion for a preliminary injunction.    The plaintiffs are candidates seeking the Republican nomination for President of the United States.    Under Virginia law, they failed to obtain the required number of petition signatures to place their names on the ballot for the Republican primary election. Now,they ask the Court for a preliminary injunction ordering that they be listed on the ballot. The plaintiffs argue that Virginia's rules limiting who can circulate candidate petitions and requiring 10,000 signatures violate the First and Fourteenth Amendments to the Constitution. The recent December unemployment report provides welcome news that more jobs were created last month at a time when so many are struggling. And while signifying a step in the right direction nationally, the simple fact remains that there are still too many in Central and Southside Virginia out of work, and there is still much that is yet to be done as we begin the second session of the 112 th Congress.

The House has shown that there are bipartisan solutions to our jobs crisis, and now we need the Senate to act. Over the past year, we have been fully focused on promoting pro-growth measures that would stimulate the economy and provide an environment for job creators to hire and expand. And in the new year, I remain committed to promoting policies that facilitate job growth so that we can get our economy back on track and create jobs in Central and Southside Virginia.

One of the ways in which we can trigger immediate job creation, alleviate pain at the pump, and strengthen our national security is by curbing our dependence on foreign oil. Skyrocketing fuel prices are threatening our economic recovery by stifling job creation, impeding productivity, and causing burdens on 5 th District families.

To address this jobs crisis, we in the House have proposed numerous bipartisan solutions by advancing measures to the Senate which would scale back onerous regulations and pave the way for energy independence.

<strong>Implementation of the Keystone XL Pipeline is one of the ways in which we are able to provide immediate jobs in the short term and a more suitable environment for job creation in the long term. This project provides an opportunity for 20 billion dollars of private investment into our economy and 20,000 true shovel-ready American jobs, with hundreds of thousands more stemming from the pipeline’s completion.</strong>

Unfortunately, despite widespread support for approval of the pipeline, despite the State Department denying allegations of potential significant environmental impacts, <strong>the Administration continues to delay this decision</strong>. In doing so, the Administration is blocking the creation of thousands of much-needed jobs and preventing the private sector from investing billions of dollars in our struggling economy.

With our national <strong>unemployment rate remaining above an unacceptable 8 percent for the 35 th consecutive month</strong>, our country does not have time to wait on the President and the Senate to make important decisions like this. Many places in the 5 th District are experiencing jobless rates significantly higher than the national average and the recent unemployment report underlines the fact that Central and Southside Virginia and the rest of the country cannot afford further delay in policies that promote job creation.

Those in the 5 th District should not suffer as a result of Washington’s inaction, and it is my hope that the President will not only listen to members of Congress on both sides of the aisle, but that he will also listen to the American people who are calling for pro-growth policies that promote job creation like the advancement of the Keystone XL Pipeline project.
